Health Management Associates
Steve Fitton recently joined Health Management Associates as a Principal in Lansing, Michigan. He previously served as Michigan’s Medicaid director where he directed programs that served over two million residents with a budget of over $15 billion; played a key leadership role in the approval and implementation of the Healthy Michigan program, the state’s expansion of Medicaid; initiated Michigan’s dual-eligibles demonstration program; oversaw implementation of a new MMIS system, now becoming available to the State of Illinois Medicaid program on a partnership basis; and, expanded the Healthy Kids Dental program. Steve served as director of the Bureau of Medicaid Policy and Actuarial Services where he was responsible for Medicaid policy development, critical rate setting and financial functions, and played a lead role in managing the state-federal relationship through state plan and federal waiver negotiation.
Steve worked 20 years in Michigan’s Children’s Special Health Care Services program which arranged and paid for health care services to over 20,000 children with special health care needs each year. The program maintained an unwavering commitment to quality and consumer participation. During this period, Steve helped formulate and implement a plan for a specially designed managed care program for special needs children. He is a graduate of Michigan State University.
