Medicaid State Plan Amendments & Waivers - IMI’s Newest Resource

How much do you know about the use of state plan amendments and waivers in the Medicaid program? Are you curious about how states use waivers to make changes to their Medicaid programs? How did states implement waivers to respond to the COVID-19 pandemic? The Institute for Medicaid Innovation (IMI), a non-profit, nonpartisan research and policy organization, released a report to explain the basics and differences of how state plan amendments and waivers are used for changing payment and delivery system models in state Medicaid programs. “Medicaid 201: An Overview of State Plan Amendments & Waivers” is the second release in IMI’s “Introduction to Medicaid” series. This report builds upon the previous publication, “Medicaid 101: An Overview of the Program.”

Medicaid waivers are an important tool that states leverage to innovate within their programs and respond to enrollee needs. The new resource outlines descriptions and notable uses of five Medicaid waivers and includes a table of all waivers implemented throughout the country. The report also explores the current use of Medicaid 1135 waivers to respond to the COVID-19 pandemic.
