New Comprehensive Resource Highlights Policy Levers Utilized by States to Advance Maternal Health Equity

The Institute for Medicaid Innovation (IMI), in partnership with the Center for Health Care Strategies (CHCS) and with the support of the Commonwealth Fund, has developed a new comprehensive database capturing maternal health equity policies across the United States. The project outlines policy levers that states have utilized to advance maternal health equity and support high-value care. The database captures 30 total policy categories falling underneath the overarching levers of postpartum coverage and benefits, care delivery transformation, and data and oversight.  The new resource is a companion tool to IMI’s Medicaid state fact sheets.

While the database includes general state policy actions, a large proportion of the resource focuses on state Medicaid policies. Medicaid covers almost half of births nationwide and 66 percent of births to Black individuals.  The Medicaid program is uniquely situated to enact policies that effect meaningful change. Coverage for benefits such as home visiting, group prenatal care, telemedicine, substance use disorder, and behavioral health services are highlighted in the resource. The database also outlines coverage for services provided by doulas, midwives, or in freestanding birth centers. Furthermore, the new resource provides an in-depth look at payment reform strategies states have leveraged to advance maternal health equity in Medicaid. Given increasing national attention to and momentum around maternal health equity due to stark racial inequities in health outcomes, the database will be a critical resource for state agencies, policymakers, researchers, and advocates working to improve equity.

The resource dashboard will present the data in a variety of formats. Users will be able to download the entire database, to view tables outlining variation in how states have implemented a specific policy, and to use an interactive mapping feature to compare utilization of specific policies nationally or to look at individual state actions.
